After recent game update some users had encountered with an issue when bulldozing certain lots the shell was gone altogether making the lot unplayable. The purpose is to recover broken lot manually.
Instruction:
1. Unzip into your Mods folder
2. Delete localthumbs.cache
3. Make sure your testingcheats, bb.showliveeditobjects and bb.showhiddenobjects are enabled
4. In build mode set the filter to City Living in order to find it easier and faster and type "Debug" in the search bar (UPD: I made a red SRK marker on the thumbnails in order to find them even more easier)
5. Place the missing shell back,save and exit. (If you misplaced the shell, click Undo and place it correct)
6. Profit! ))

You can safely remove that package after repairing the lot if no longer needed, the shell will stay.
