I did it now. I'm sorry that it took a bit longer because of that.
I've created a new thread in Creator Issues with the category 'Admin Required'
I didn't know of this but now, I'm ready for the next neighborhood upload.

Let me build the terrain first and maybe we could come up with some thing based on the various locations in the neighborhood. Should it be lush, a desert, dirt or concrete? And what type of formations do you need/want this time?

I have always like Best in Show hood so what do you guys think of this.
Garden Heights. There is no hood pic yet but one can be added any time.
First we will build the houses and community lots and then add Sims so it will be all our making with any one else who wants to help.
How many families do you guys want to put in.
We will offer this hood with and without Sims.

Oh! Wow! That's a beautiful neighborhood! I don't mind using it. (I just thought that since we're gonna make new fresh custom neighborhoods, we might as well make a new terrain, but never mind now, GH's terrain has a lot of potential!)
ETA: I've uploaded the neighborhood with the main picture. Let me know what you think of the picture.

Oh it's easy. Look at this tutorial http://modthesims.info/t/420196 (Step 2)
ETA: I've renamed this neighborhood to 'Meadow Creek'
And fixed the ID number for this neighborhood. Otherwise it would occur a bug. The 'parent' name was not GH01.
I've set MC01 in the ID number and renamed the rest. I hope you don't mind it.

For brand new empty hoods you just renamed each and ever file and if it is empty then it is easy and you only have 4 thats needs to be done.
They normally be made with a N to start and look like this
N001_Neighborhood
So you want to change them to look like this.
GH01_FamilyThumbnails
GH01_Neighborhood there are 2 but 1 is the package and the other is the PNG.
And then the main folder it self and its looks like this N001 change it to GH01 and you must us upper case letters or the game will not see it.
Now for a full and complete hood you will want a bulk renamer tool like Oscar Renamer. and this can change all of them in each folder at 1 time.
There is a tutorial at http://simsasylum.com/tfm/ but you need to be a member to see it.
